Workshop: PLATO, KOALA und CODRIA: Die Diamond-Open-Access-Landschaft und Ansätze konsortialer Finanzierung in Deutschland und der Schweiz. 20. September 2023 | open-access.network

Abstract

Gebührenfreies Open Access, so genanntes Diamond oder auch Platinum Open Access, ermöglicht Open-Access-Publizieren ohne Article/Book Processing Charges (APCs/BPCs). Anfallende Kosten werden über Mitgliedschaften oder andere gemeinschaftliche bzw. konsortiale Finanzierungsmodelle gedeckt. In jüngster Zeit wird Diamond Open Access als vielversprechende Alternative zu APC/BPC-basiertem Open Access diskutiert.

Auf europäischer Ebene hat die Diamond-Open-Access-Studie der cOAlition S eine Bestandsaufnahme von Open-Access Zeitschriften und Plattformen durchgeführt und deren Finanzierungsformen, technische und organisatorische Herausforderungen sowie Potenziale untersucht. In Deutschland und der Schweiz haben die Projekte CODRIA (Community-Driven Open Access Journals zwischen wissenschaftlichen und ressourcenbezogenen Anforderungen) und PLATO (Platinum Open Access Funding) die Diamond-Open-Access-Landschaft untersucht. KOALA (Konsortiale Open Access Lösungen aufbauen) hat zudem ein konsortiales Modell entwickelt, in dem die beteiligten Einrichtungen (Hochschulbibliotheken) Open Access-Zeitschriften und -Buchreihen finanzieren. Das Projekt PLATO plant im zweiten Schritt die Entwcklung eines Modells, mit dem das Erscheinen von Diamond-Open-Access-Zeitschriften in Zukunft verbessert, unterstützt und finanziert werden kann.

Vor diesem Hintergrund stellen sich zahlreiche Fragen, darunter:

Welche Herausforderungen stellen sich für Diamond-Open-Access-Publikationen und welche Chancen bieten gemeinschaftliche Finanzierungsmodelle?
Wie kann eine gemeinschaftliche Finanzierung organisiert und verwaltet werden?
Welche Aufgaben stellen sich bei der Verwaltung von Konsortien und wie können diese von wissenschaftlichen Infrastruktureinrichtungen bewältigt werden?
Wie können Einrichtungen – nicht zuletzt vor dem Hintergrund von Budgetkürzungen – von einer Beteiligung an einer gemeinschaftlichen Finanzierung überzeugt werden?

Ausgehend von diesen Fragen und den Erfahrungen, die in den Projekten PLATO, KOALA und CODRIA gemacht wurden, sollen in der Veranstaltung die Handlungsmöglichkeiten wissenschaftlicher Bibliotheken zur Unterstützung von Diamond-Open-Access-Zeitschriften diskutiert werden.

“Context

From March to September 2022, the «Platinum Open Access Funding» Project (PLATO), in collaboration with the Institute for Applied Data Science & Finance at the Bern University of Applied Sciences, undertook a bibliometric and empirical study of the Platinum/Diamond open access journal landscape in Switzerland. The PLATO project is an initiative of six Swiss universities – the University of Zurich, the University of Bern, the University of Geneva, the University of Neuchâtel, the Zurich University of the Arts and ETH Zurich –, dedicated to furthering community-led scholarly publishing in Switzerland. Diamond open access stands for a concept of equitable open access to and participation in scholarly publishing that is free for both authors and readers.

Presentation
The main objective of the PLATO Study was to gain insight into the Platinum/Diamond open access publishing ecosystem in Switzerland through a mixed-method approach. The study consisted of three parts: First, bibliometric data were combined with inputs from Swiss open access publishers, institutional open access experts as well as information on journal websites to identify Swiss Diamond Open Access journals and their main characteristics. Second, seven semi-structured interviews with editors of select Diamond Open Access journals were conducted to generate a thorough understanding of their workflows, infrastructures, business models, challenges and opportunities. Third, based on the inputs from the interviews, three surveys were designed and sent to authors/reviewers, editors, and representatives of hosting and funding institutions of Swiss Diamond OA journals.”

The Open Science Team promotes an Open Science culture at the University of Zurich. Research should be available to all. Our goal is to make Open Science the default practice in research.
Much progress has been achieved in Switzerland to make all publicly funded scientific publications freely accessible until 2024. Platinum Open Access publications can play an important role in the path towards Open Access.
In order to support Platinum funding in Switzerland a national project is launched by swissuniversities, the University of Zurich, the University of Berne, the University of Geneva, the University of Neuchatel, ETH Zurich and the Zurich University of the Arts (ZHdK). Firstly, we want to gain more insight in the landscape of Platinum journals in Switzerland, and secondly, we wish to develop innovative funding streams for a sustainable Platinum landscape in Switzerland. The project will run until 2024. The successful candidate will be offered a contract until end of 2024.

Your responsibilities
As the project manager of the national project “National Platinum Open Access Funding (PLATO)” you have the following responsibilities:

Management (incl. project finances) and coordination of the national project with all stakeholders
Managing the mandate for a study on the Platinum Open Access landscape in Switzerland
Engaging with research communities for information purposes and needs assessment
Development of a concept to finance the Platinum Publishing in coordination with the project work group

Your profile
The ideal candidate is a self-starter, combines excellent project management skills with an understanding of the research publishing landscape and a passion for Open Science. We would also welcome knowledge of business models and innovative funding streams and the ability to network and communicate.
