Theme of 2020 Open Access Week to be Open with Purpose: Taking Action to Build Structural Equity and Inclusion

The 2020 Open Access Week Advisory Committee is pleased to announce that the theme for this year’s International Open Access Week, to be held October 19-25, will be “Open with Purpose: Taking Action to Build Structural Equity and Inclusion.”

Openness can be a powerful tool for building more equitable systems of sharing knowledge. Rebuilding research and scholarship to be open by default presents a unique opportunity to construct a foundation that is fundamentally more equitable. Yet today, structural racism, discrimination, and exclusion are present and persistent in places where openness is a core value. As a global community, it is important to understand that the systems and spaces of the present are often built upon legacies of historic injustice and that addressing these inequities is a necessity.  

We need to examine who these spaces and systems are designed for, who is missing, who is excluded by the business models we use, and whose interests are prioritized. As we work together to rebuild these structures, we need to commit to moving from conversations to concrete commitments and to hold one another accountable for making real progress.

Building on our discussions in 2018 (“Designing Equitable Foundations for Open Knowledge”) and 2019 (“Open for Whom? Equity in Open Knowledge”), 2020 marks the third consecutive year the theme for International Open Access Week will focus on the urgent need for action on equity and inclusion, underscoring the urgency of continuing to center this work.

International Open Access Week is a time for the wider community to coordinate in taking action to make openness the default for research and to ensure that equity is at the center of this work. This year’s Open Access Week will be held from October 19th through the 25th; however, organizers are encouraged to host discussions and take action around this year’s theme whenever is most suitable during the year and to adapt the theme and activities to their local context. This is especially true for this year with the varying levels of disruption due to COVID-19.

Diversity, equity, and inclusion must be consistently prioritized year-round and integrated into the fabric of the open community, from how our infrastructure is built to how we organize community discussions to the governance structures we use. International Open Access Week is an important opportunity to catalyze new conversations, create connections across and between communities that can facilitate this co-design, and advance progress to build more equitable foundations for opening knowledge—discussions and actions that need to be continued, year in and year out.

Le thème de la Semaine du libre accès 2020 sera Ouvrir avec intention : renforcer l’équité et l’inclusion de manière structurante

Le Comité consultatif de la Semaine du libre accès 2020 est heureux d’annoncer que le thème de la Semaine internationale du libre accès de cette année, qui se tiendra du 19 au 25 octobre, sera «?Ouvrir avec intention : renforcer l’équité et l’inclusion de manière structurante?». 

L’ouverture peut être un outil puissant pour bâtir des systèmes plus équitables de partage des connaissances. Rebâtir la recherche et l’érudition pour qu’elles soient ouvertes par défaut présente une occasion unique de construire des assises fondamentalement plus équitables. Pourtant, aujourd’hui, le racisme structurel, la discrimination et l’exclusion sont présents et persistants dans des endroits où l’ouverture est une valeur fondamentale. Comme communauté mondiale, il est important de comprendre que les systèmes et les espaces actuels sont souvent l’héritage d’injustices historiques et que remédier à ces inégalités est nécessaire. 

Nous devons examiner pour qui ces espaces et systèmes sont conçus, qui sont absents, qui sont exclus par les modèles d’affaires en place et les intérêts de qui sont priorisés. Alors que nous travaillons ensemble pour rebâtir ces structures, nous devons nous engager à passer de la parole aux actes concrets et à nous tenir mutuellement responsables des progrès réels. 

S’appuyant sur nos discussions en 2018 (Construire des fondements équitables pour la connaissance ouverte) et 2019 (Ouverte pour qui? Équité dans le savoir ouvert), 2020 marque la troisième année consécutive où le thème de la Semaine internationale du libre accès se concentrera sur le besoin express pour une action sur l’équité et l’inclusion, soulignant l’urgence de continuer à centrer ce travail. 

La Semaine internationale du libre accès est l’occasion pour la communauté au sens large de coordonner ses efforts pour faire de l’ouverture la recherche par défaut et pour en faire de l’équité un élément central. La Semaine du libre accès de cette année se tiendra du 19 au 25 octobre. Cependant, nous encourageons l’organisation de discussions et d’évènements autour du thème de cette année au moment qui conviendra le mieux au cours de l’année et l’adaptation du thème et des activités au contexte local. Cela est particulièrement vrai cette année en raison des perturbations liées à la COVID-19.

It’s time to eliminate patents in universities | by Bruce Caron | Aug, 2020 | Medium

“In researching the forty years of allowing publicly funded primary research results to be patented in the US, what becomes clear is that for every success story there are scores of negative outcomes. The bureaucracy that universities build to capture the “value” of research as patents (Welpe et al. 2015), the administrative burden on researchers to conform their work to the process of patent-making (Stodden 2014; Graeber 2019), the perverse career pressure to produce more patents (Edwards and Roy 2017), the downstream roadblocks for sharing the research (NAS 2018): the entire ecosystem (or egosystem) of doing patents argues against their benefits to the academy. The underlying tension between the university’s long-term mission as a wellspring of new public knowledge and the market’s desire to acquire and privatize new discoveries remains at issue here (Foray and Lissoni 2010)….

The actual returns on research are mostly “postmarket” in value. Open sharing accelerates returns in the near term and compounds research value over time. Universities achieve their value proposition through a broad range of research and educational activities. The availability of market returns from patents for a small segment of university research threatens to warp the research opportunity landscape, and the normative internal incentives (including curiosity) for research (Strandberg 2005)….

Open science looks ahead to a future where the capacity to share research findings is optimized through scholarly commons, collaboratives that steward research goods through the decades, and across the planet (See: Scholarly commons; Also, Madison et al. 2009). Patents subtract intellectual property and value from these commons: “[T]o the extent that universities surround the work of their scientists with thickets of patents, the upshot can be what Heller and Eisenberg [1998] call a scientific ‘anticommons’ in which ideas and concepts that in the public domain might spur discovery and innovation are zealously guarded by the institutional owners who value income more than innovation” (Ginsberg 2011). Researchers may also shy away from research arenas where existing patents impede new research (Foray and Lissoni 2010)….

The CC Open Education Platform is a vibrant, international network of over 1120 open education advocates, educators, librarians, lawmakers, graduate students, and more, spanning 79 countries. This year, CC launched an activities fund to support Platform members’ good work to further open education in their countries. The activities fund offered up to $5,000 USD to community members who proposed efforts that: 1) Build and sustain community; 2) Increase educational access and equity; and/or 3) Use policy to open education opportunities for all. Accepted proposals focus on work supporting these goals in Brazil, Chile, Francophone Africa, India, Ireland, and globally. 

While we would have liked to fund nearly all of the projects, we are delighted to announce the following proposal winners: 


  • “Teaching materials introducing copyright to 9 to 15-year-olds in French-speaking Africa.”

Proposed by Isla Haddow-Flood and Florence Devouard (at Wiki In Africa), this project will create and pilot introductory materials and assignment models to support teachers instructing 9-15-year-old students in French-speaking Africa about CC licenses and their use. Across Africa, teachers do not have access to online materials to explain Copyright or CC licenses to their students, and especially not in French. The materials created will begin to fill the gap. The materials will be initially piloted in Benin as part of the WikiChallenge Bénin competition. The project will integrate feedback initial testing before distributing teaching materials among the Wikimedia and CC communities across Francophone Africa. 

  • “Inventory and evaluation of existing social-emotional learning resources for the transition to open digital learning.”

Shivi Chandra proposed this project recognizing that a global mandate for “twenty-first century skills” has pushed social-emotional learning (SEL) materials–those which promote “well-being, connectedness, and success” (OECD)–to the forefront of many national educational strategies working to help students make sense of recent global crises, social movements, and COVID-19. These materials could be anything from public health guidance to conversation starters on domestic violence to current events news articles for kids.This project from Learning Equality will develop and share a gap analysis and preliminary audit of existing SEL resources either open or accessible on the internet. This work supports any organization looking to improve their general understanding of SEL resources, understand those available, advocate for openness in the SEL community, and develop such resources during and post COVID-19.

  • “Oficinas Wikimedia & Educação: a educação livre no Brasil e as plataformas Wikimedia (EN: Wikimedia & Education Workshops: free education in Brazil and the Wikimedia platforms).

Giovanna Fontenelle proposed this project to help Brazilian educators and institutions searching for new formats and teaching alternatives. The Wiki Movimento Brasil User Group will organize a series of online workshops and develop accompanying resources such as an audio description for an educational brochure, open-licensed videos of the workshops, reference materials for educators, participant lists for networking, and Outreach Dashboard metrics.

  • “Open Reading Lists @UCD: Phase One.”

Proposed by Susan Reilly, this project will offer a training and mobilisation workshop for librarians supporting a shift to OER, an awareness-raising campaign targeted at faculty and course coordinators, and a video tutorial on finding and assessing OER. The rapid shift to online and blended learning necessitated by COVID-19 demonstrated the need for more open and participatory engagement online and more sustainable access to diverse learning materials. This project aims to increase OER as a percentage of material on reading lists in University College Dublin, Ireland. 

  • “Offline OER to enhance K-12 math in Chile.”

Werner Westermann proposed this project to help deliver customized OER content, responsive and aligned to the official Chilean “prioritized” curriculum, a core group of learning outcomes for math, highlighted during school disruption during COVID-19. Ideally, this curriculum will be used to support learners using Kolibri, meeting the needs of learners with limited or no Internet connectivity during COVID-19 and beyond.

  • “Open Pathology Education Project.”

Netha Hussain proposed this project focused on curating and annotating pathology images from Wikimedia Commons. Drawing from India’s Calicut Medical College and Dr. Yale Rosen’s collections, this project will use Wikidata as a tool to organize and categorize images for medical students to use as educational resources. As Wikidata doesn’t yet have robust pathology related information, images and descriptions from Wikimedia Commons will be first linked with Wikidata, and then used for the Open Pathology Project. The final resource will serve medical students from around the world.

We are delighted to fund projects that range from work with off-line open math and developing OER for medical education to fueling additional work with sister communities such as Wikimedia. 

We also want to recognize our decision committee (listed alphabetically), members of the CC Open Education Platform who dedicated hours to application review—difficult job considering they read, scored, and deliberated over 20 amazing proposals from platform members.

Publishing 1000 papers (and reviewing the corresponding 1000 software packages) over the past ~4 years has been no small feat. The cost of publishing in an indexed ophthalmology journal in 2019 – Canadian Journal of Ophthalmology

Abstract:  Objective

To determine the proportion of indexed ophthalmology journals with article processing charges (APCs) and potential factors associated with APCs.

Design

Cross-sectional study.

Web of Science–indexed Ophthalmology journals in 2019.

Methods

Indexed ophthalmology journal web sites were reviewed to obtain information on APCs, impact factor (IF), publication mode, publisher type, journal affiliation, waiver discount, and continent of origin. For data unavailable on the web site, the journal was contacted. Journal publication mode was categorized into subscription, fully open access, and hybrid (open access and subscription combined). Linear regression analysis was used to evaluate the association between APCs and the above variables.

Proportion of ophthalmology journals with APCs.

Results

59 indexed ophthalmology journals were identified; 3 (5.1%) subscription only, 10 (16.9%) open access, and 46 (78.0%) hybrid. Overall 52/59 (88.1%) journals had APCs; 10 of 59 journals (16.9%) required APCs for publication (7 fully open access and 3 hybrid journals), whereas 42/59 (71.2%, all hybrid journals) had optional APCs for open access. The 7/59 journals (11.9%) without APCs included 100% (3/3) of the subscription-only journals, 30% (3/10) of the open access, and 2% (1/46) of the hybrid journals. The mean cost for journals with APCs was US$2854 ± 708.9 (range US$490–5000). Higher IF, publication mode, and commercial publishers were associated with higher APCs.

Conclusions

16.9% of indexed ophthalmology journals in 2019 required APCs, and additional 71.2% hybrid journals had APCs for the option of open access. Independent predictors of APCs were IF and publication mode.
